The ETSI Standard Full Rate (FR) speech codec was the first digital speech coding standard used in GSM. The standard is based on RPE-LTP (Regular Pulse Excitation - Long Term Prediction) speech coding. The average bit rate of the codec is 13kbps. The codec operates on speech frames of 20ms (160 samples).
